Approvals and transfers
Every payment out waits for two approvals from two different Finance users. Both happen on Finance → Transfers, which lists every transfer on every rail.
Being released
The money rails described here are built and tested, and are being rolled out. Until a rail is switched on for the exchange, invoices are paid by bank transfer or mobile money and recorded by Finance, as today.
Approving
- A payment out (an escrow release, a payout, freight, an advance, a card issue or load) appears as Awaiting, with 0 of 2 approvals.
- The first Finance user opens it, checks the amount, the rail and the recipient, and clicks Approve. It shows 1 of 2.
- A second, different Finance user approves. The dialog says that the money leaves when they approve, and the button names the amount. On that approval (Approve and send $…) the exchange sends it.
The same user cannot approve twice (already_approved). On Celo each approval is also an on-chain call from that approval's key.
After sending, the transfer is Pending until the network or Mamlaka answers, then Confirmed or Failed. If no clear answer comes, it is Unknown and the exchange keeps checking. Check the network now runs that check at once.
Cancelling
A payment out that has not been sent can be cancelled, with a reason, which is recorded on the transfer. Once sent, only the network or Mamlaka decides.
Money in that was not applied
Incoming money the exchange could not match is listed with its reason (for example nothing on the exchange has the memo "hello"). Finance returns it or applies it by hand.
Balances
Held on Stellar shows what the exchange's Stellar accounts hold, including the XLM that pays network fees. The driver card float is on Fleet → Driver cards.
